mems hlep on h1b in Toronto

Mems, could you please advise on my case?

I changed from H4->F1->H1. I have no F1 or H1 visa stamped on my passport. This July I went to Canada and re-entered US through port of Toronto airport. Even though some officers were confused, I finally got addimitted after 1 hour interview.(Actually according to Federal Code, without H1 visa stamped is fine as long as you have valid I94 and 797). My problem is at that time one of the officer accidently took all my I94(s) attached in my passport, except the one kept with my I797. I don't know what they did with my I94, and what's my current record of that.

Now I have to go to Canada again to pick up the maple card. I am trying to get a visa stamped, so I will not have hassle at airport. I never out of status, and all my H1 documents are complete and quite good. But I do have a denied record on my passport. I was rejected of F1 visa at Vancouver in March 2002, due to the lack of tie.

Should I go to get a visa this time or just come back as I did in July?

Any suggestions or comments are appreciated.
