I had the same experience at the Toronto airport because the officers were confused. I changed from F1->H-1 in the US and have no H-1 stamp in my passport. Only they didn't take my I-94 away, but stamped an "admitted..." on it. Did they stamp on your passport saying you were admitted? When admitting me, the officer said that I need to obtain a visa in order to go back to the US next time. Which means I can't use I-94 even if I still have it. I think that might be your case too.
I would call the Toronto airport Officers (you can find the number on the internet) and find out what you need to come back.
