I find a very Intersting thing of I-140

I received my RFV(I-140,EB1) back from Texas center. And it wants me to response back to this center. Interesting thing is: I actually sent my petition to Nebraska Center since I live in Seattle, WA. So, what is happening there? And anybody can tell me how good is the officer:number 75?
