憑醫院證明是不夠認定國籍的，孩子出生後，會有政府人員來登記

並辦理社會安全號碼，之後孩子父母要拿著醫院的出生證和孩子的社會安全卡到Dept. of Health去辦理州的出生證書，那就是政府方麵認可美國國籍的證據，即使在海外，還是可以憑此在美國領事館拿到美國護照的。
當然我還是建議大家在美國拿到孩子護照再回國，特別是父母雙方都沒有綠卡或美國國籍的情況下，因為如果有一天法律改了，在美國出生不再是獲得美國國籍的充分條件的話，那就不能僅憑州出生證明在海外領館拿到美國護照了。
