THe government USCIS or DOS should have a data system indicating how many I140s with such priority dates on file, therefore have an estimate of how the demand would be. Besides, a side question is, do really not process filed 485s before priority is current? What do you mean people who can file 485 wait another month to file? Nobody would do that, USCIS knows that and so do the rest of people who are waiting for filing 485.
