Actually, I believe they used the filed records to estimate the number, but there are lots of uncertainties. Especially those who got 140 approved does NOT necessarily file the 485 when PD reached, for reasons like:
1) laid-off, so this 140 no longer valid
2) NIW, and LC concurrent, so only one 140 will actually be used
3) the applicant might married a citizen, thus going through family based, so this 140 is no longer needed.
4) The applicant changed mind, and do not want to immigrate any more.
5) The appilcant forgot to see this change, and would not respond until years later.
6) What are the LC from back-log center? Again, lots of LC there might already be redundant or invalid, but you don't know what are the number of LC released there and subsequently got 140.
