A few years ago, INS completely stopped 485 processing for a year and half. People stuck in 485 for years were so frustrated. On the other hand, consular process was quite quick, taking about half year to get through GC. Many desperated 485 applicants filed 824 or just used AC-140 to transfer their cases to consulate to obtain GC through consular process. I think some divers in the forum having such experience.
Actually, I-824 is able to file to request an action on an approved I-140. 1) People can file 824 to request to transfer an approved 140 to NVC (national visa office)then transfer to an specified American oversee consulate. On 140, there is a field ask you if you want to do 485 or consular process. You can change your choice after 140 is approved by filing 824. 2)When part of family do 485 in the USA, part of family do consular processing.
