It is true that his wife can not get GC before he is appoved. I remember reading a case somewhere in which wife's case is hold off in Consulate until hu*****and's 485 is approved. For the case we discussed, if his wife is uable to come to the US (H4 visa application is denied) and he want to get GC together, he can file 824 to transfer his case to Guangzhou, then they will get GC at the same time.
