140 should be removed

140 process should be removed because even though 140 is approved, one still can not get GC, and even still has to get out of the country if job is gone. In my opinion, the 140 process is just for law firms and Immigration department to make money. They know there are no visa numbers available, but still accept 140 applications. Only this country does this business. In Canada and Austrialia immigration processes, there is only one application. If it is approved, then you get GC.

I notice that some law firms still enourage people to apply for 140 to get PD even in this bad time. Such PD can be lost any time if one does not have a safe job. I think such firms are scared of closing their door. Maybe they have to have a break.
