Please note that at this point, immunity is still not acquired. Immunity is only acquired after antibody exposure to antigens. You confused genes inolved in the immune system with immunity.
The VDJ gene segments and C segments all exist in germline cells. Also the genes encoding proteins inolved in VDJ rearrangements are also present in the germline cells.
Antibody diversity comes from 3 factors:
1) Germline diversity - multigene families
2) Diversity due to DNA rearrangement
3) Diversity due to somatic hypermutations
