I think you did the right thing: To control the pain first (the injection), then go to function resume therapy ( Physical Therapy). If you had not got the injection to control the pain first, you might have one of two result: 1. "time is good medicine" - you recover well.
2. your pain become the chronic pain - a lot of people has chronic shoulder pain today.

I agree with you about the final suggestion.
