是濕疹嗎

請問大家見過這樣的嗎？幾個月前去了加拿大北部小鎮工作，冬天突然出現這種症狀。看了幾次西醫，沒有好轉。也看了中醫，說是濕疹蕁麻疹，吃了中藥也沒用。
