Vast majorities of food grade stainless steels

are 304 stainless steel which is also called 18-8 stainless steel. It contains 18% Chromium and 8% Nickel. Some steel mills do cost reduction by reducing Chromium to lower specification allowed. Also, Chromium may be precipitated making them unevenly distributed. I have a new kitchen sink which rusts locally because of low Chromium content at those areas.
