Actually, I know "even though anti-HBs levels might become low or decline below detectable levels." That's why I said "the protection would be very limited" but not "no protection". According to what my doctors told me, the protection might be not enough. That's why they suggest to have third shot to ensure an enough protection. That's somekind of prudence. -----Sorry,  I can't write in Chinese on this computer.
