洛杉磯縣不能趕有火災受害人同住的房客？

我看州長發布的緊急令中說: prohibits landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms. 是不是出租房房客隻要讓有火災的受害人住，就不能趕人？
