如果是我，和房客談，就說剛剛發現地下室出租有安全隱患，違法，現在給房客兩個選擇

1）你會報告給city, 同時起訴previous owner， file eviction;

2) you feel sorry for the inconvenience due to the mistakes of the previous owner, you will help them by paying them (I would pay 2-3 months rent) if they move out by a certain date (give them 1-2 month). 

如果你擔心地下室租客會對暖氣爐進行破壞，你可以考慮安裝監控攝像頭
