then most states would require you to register before you do business in that state. This is called "register for a foreign corporation".
permanent establishment usually means that you have a factory, a store, an office or something like that. Having a permanent establishment in a state usually would make you subject to that State's tax.
in short, i don't think your idea would fly.
if you have permanent establishments in states other than DE
