Let us say that Dell has two parts, one is is Dallas and the other is in Delaware. Dell's profit for the year 2009 is 700 million. Do you mean that Dell needs to pay tax to both Texas and Delaware for this 700 millions?
If a company has offices in all 50 states, do you think the company needs to pay profit tax to all 50 states?
Or the tax you mentioned is not based on profit?
