You need make clear that why the hard drive is not turning: the moter is broken, or the power supply cable is broken, or electronic circuit components went bad.
If you are lucky, it is just the power supply cable or connector is broken, or loose, just replace or reposition will fix the problem.
If the moter or electronic components in the HDD is broken, you almost can not do anything to fix.
IF the data is extreamly important, you have to send the HDD to professional to let them to recover the data. It will be very expensive.
I don't think turn the HDD manually will work.
