About VNC server

On a remote computer, VNC server is installed. Everything works fine. Today when I connect to that computer via VNC, I did a reboot. After that, my local VNC viewer can still connect that IP, but the password failed.

What I want to know is: Does this mean that computer didn't boot up or it boots up but the VNC server isn't running?

The remote computer is connected to a DSL router.
