麻煩電腦高手

我兩年前買的Dell Computer，　居然沒有back up System,　現在我的電腦顯然有問題，每次我想打開control Panel, 總是打不開，說：This operation has been cancelled due to restriction in effect on this computer. 這樣我根本清不了我的電腦。現在速度就很慢。

我今天打電話給DELL，他說交42刀可以讓我的電腦恢複到我買的第一天，不過就仍然沒有給我back up System　ＣＤＲＯＭ　，　總覺的有點不甘願。

有知道我怎樣解決我的control Panel問題的ＸＤＪＭ嗎，指導指導，看看我能不能先鼓搗一陣。
