I question of WebCam

Hi,

I am going to install webCam on my computer, I have a few questions to ask:

1) Is AT&T basic package DSL (speed Up to 768 Kbps) fast enough to show pictures ? Should I upgrade DSL speed ?

2) What knod of webCam is good to talk to people in China ?
