my suggestions

1. update to DSL (3M speed). you can try Primus for 3 months low cost or free for 3-5 months. When it is end of the evaluate time, Try threat them saying you are going to leave for Bell becuase the advantage is running out. They will give you low cost for a few extra months... Do the same thing to Bell, Rogers and other ISPs. You 3M cost would be around $25/mon. in average.

2. Creative webcam is a good choice so far as I know.
