In that case

Talk to your manager immediately. Tell him/her that you are dependent on another task and is waiting for it. Check if he/she agrees you to either help on that dependency(ies), or he can assign you something else. If nothing comes out, as others suggested, you can mock your dependecncies if you know what's your requirement so that you can move along with your tasks, once the dependency is done, remove your mocking code
