I am not saying that she is a good manager. Apparently she is not. She did not take your desire of a promotion into her heart, neither did she make all her efforts to satisfy your aspiration. But I don't see anything she did was totally off which deserves your attitudes and passive retaliation. Passive attitudes do not help you at all.
Besides, in a company undertaking a major re-organiztion, uncertainty prevails. She could only try on your behalf but can not garantee a promotion.
You have done what she requested, she honored her commitment by recommending your promotion to the HR. But the proposal's not gone through.
Why do you complain? It happens all the time.
