To start:

Reboot your PC, do not open any browser or anything else, fire up a command window, type in "netstat -an", if you see a whole bunch of "foreign address" other than your own ISP's IP or 127.xxx.xxx.xxx, chance is very high that you are bugged.

Also check "Computer Management" to see if there is anything looking suspicious

3. 什麽程序/設置可以遠程監控你的電腦，知道你新添的電子設備，以及你們的談話內容？是通過router的設置還是別的什麽東西？

Many many many things can achieve that...

By design, Windows 8 can be used to monitor you...

I'd suggest back up your PC's data, and then wipe it out by reinstall it from scratch...
