Capability of technical expert

Level I:   able to solve technical issues by technical solutions. (solve problems in very creative way)
Level II:  able to solve technical issues by political solutions. (among a equally creative options, obtain support from senior managers for his solution)
Level III: able to solve a political (commercial) issues by a technical solution. (support the decision or initiative from an executive)

I learned this from my personal experience on a very large and complex international project.
