Since you have made up your mind, it will not hurt to negotiate first. The government employees' salary should be found online and you can see what others income are like. You can use your current job's income and your experience to make a case.
I donot know your background and your potential career path. To me, it is hard for a programmer to work until 67 in corporations. Instead, if the next recession hits, which may be within the next 5 years, your age may be a disadvantage. If the city's offer includes pensions like 3%/yr, you can have 3%*17=51% of your salary for the rest of life. Do your own math and see if that makes sense.
