大家幫我看看這offer 還有戲嗎

一家給federal 做contract 的公司說要給我offer 的，工資也談好了，奇怪的是一定要我先填application 和background checking 才給我offer.我就把兩個表填了發過去。三天了，啥消息也沒了，offer letter 影子也沒看到，是不是這offer 就沒戲了？
