外資企業是否允許使用VPN

請教大家

我們公司是在德國的一家軟件企業，最近有意在中國設立一間分公司，招聘程序員做項目，現在的問題是總公司這邊希望和分公司建立VPN連接進行工作，可我谘詢的結果是中國法律不允許外資公司私自架設VPN，也有的說中國外企都有VPN，沒人管，請問有人知道具體情況嗎?
