It could vary in different companies. In my company, (technology or application) architect is a title in IT area, while tech lead (May be development/test/report lead) is more focused on roles. So you could be tech lead for one project, but be a normal team member for the next one, based on the nature of the project. If you want to be more dedicated to technologies, architect is better choice since it normal reflects your ability for system architectural design and profound technological skill. But if your career goal is for managial area, tech lead might be a better choice since you'll be having opportunity for leading a team for a project, eventually will have potential of gaining skill of managing people.
