I think it depends on under what circumstances this airborne manager was hired. if the top management was aware the local problems and wished the new manager to address them, that means he is fully empowered and has full back up from top management, then it maybe alright. If what the new manager does is to demonstrate his own value to top management, well he may be in danger himself.
I just heard a case yesterday, 2 senior managers from headquarter were sent to a local area to address some serious scam problems. In the end the 2 managers were locked up in prison for couple of days. The headquarter had to send another team to bail them out.
