合同製的能拿失業金嗎？

我在的公司都是合同製的（我們都有很好福利），我的合同已連續續簽了10年。由於去年把我上司得罪了，我的合同今年沒有能續簽 （reason is lack of funding)。請問：我是fired  or laid off? 我能申請失業金嗎？我年年評定都很好(including this year)，我能去HR告我老板嗎？

I live in state A, but work in state B, where should I apply for unemployment benefit?
