Hope the budget policy passes

I definitely agree that the current IDC rate for NIH is too high; I was a little shocked when I saw the IDC rate for Columbia Univ. was 60+% several years ago (I am under the impression that the IDC rate differs even among private institutions, but I could be wrong by comparing rates for two institutions from different years).  Under the current miserable funding climate, it makes little sense allocating such huge amount of money for IDC, while many PIs struggle in landing funding that is essential for sustaining their labs.
