It depends on the hiring manager and company policy. I would not bring any personal issues to the table, just keep it at the professional level. The fact your family is remote could be a red flag to the hiring manager. It may be viewed as unstable. I assume they will pay for the relocation, if not, you can use this as the reason. If they did offer the relo, and you really want to push for more sign on, just say I would be more open to this offer if the overall package inludes xx amount of sign on. keep in mind you have a few offers on hand, the company also has a few candidates. There is a risk to it.
