My two cents

我從來沒有給辭職的人counter offer，因為我覺得一旦你有辭職的念頭，一定是對現在的工作有這樣那樣的不滿，所以才會look for another job. 很多時候不全是money related, so counter offer does not help much in the long run.

不過不是所有的老板都這麽想. It depends. Just want to give you some perspective.

另外，建議你重新考慮the new offer, you've got to have a good reason to say no to a 40 percent raise. Being too comfortable with your current job is not a good one.
