Background check

I am facing an issue with background check. I was given an offer letter a few days ago and the company is doing background check right now. Today, I got a phone message from the third party company that does background check about employment verification. Basically, they contacted my previous employer a few times but nobody would like to verify my employment history with them. And they are asking me to help.

I am totally confused now: how can I help in this matter? I have given the authorization for employment verification. That's all. If my previous employer does not want to respond, what can I do? Also, if they can not verify, what will happen to my offer? Did it happen to anyone before?
