I should say a "reasonable range".

Low end is the real taregt, and 5~10% above that for buffer.

HR is the professional dealing with candidate every day.  Their job is to get the right candidate at the lowest cost for the company. They also want to keep the candidate happy. Each position has a salary range as well.  If the high end of the job is lower than the low end of the candidate expection, why they want to proceed?
