Mao Zhedong and Deng Xiaoping are strong leaders. Did they make themself well-understood by his people? or Did their followers understand their decisions or thinking?
Only news medium or reporters think that understanding is the first priority.
Leadership is about how to connect with people, inspire people and be able to take the lead to make some tough decisions, and understanding is only a part of the leadership.
