大家一般提前多長時間和老板商量long-term vacations(2-3周)?

我有11年沒回國了，上周和老婆商量一下，準備七月初回去3周看看父母。把原因給老板講了，剛被老板據了。 見他的EMAIL.
“However, for a long vacation – 2 or 3 weeks - we need to develop a plan from the beginning of the year, so that your absence doesn’t have a negative effect on our work”.

統計一下，如果回國2-3周，大家一般提前多長時間和老板商量？我因為這段時間沒太多事，閑著，就突然想回國看看，算是提前了3周，是不是有點太倉促？但老板要我“the beginning of the year“ 是不是太過分？
