Personaly, I do not have hi-respects to such job, especially when one of my colleagues in the bank who's highest education level is high school, successfully changed her career track to PM after a big merger. Good for her that she survived in the mass layoff. However, many PMs with good experience and better education were thrown to the main street. Besides the certificate, one needs good networking, and some luck.
The skill level of developers are quantatively measurable. As we know that software firms like Google/Amazon torture the job applicants by tough techincal questions, however I consider it positive. Such hiring processes left little room for people good talking nonsense, while make open field for true technical candidates.
