Personally, if an employer doesn't get back to me within a week or so as he/she promises, I would concern about their reliability, care of staff and efficiency and will think twice before taking the job offer.

That's true that many people are out of work, but there's not a lot of #1 candidates out there so when a company finds "The One" they usually act pretty quick.I would reply to that email and move on.
