That doesn't sound like a good company.

In my company, you don't need to tell your boss you are seeking an internal transfer until the offer happens.  At that time, you can choose to tell your boss or let your hiring manager do.  It's always better for you to do it.  HR never bothers to involve except for the paper work.  This way it works more like a normal job change.
