in my case, my new boss will have to deliver

the comp from old group... I will let boss know that I am not happy. will work to get better outcome this year. On the other side, if it is really unfair, does it worth effort to complain to HR? I know big boss of the former group lately had clash with another person in a different dept and the issue ended up at HR again. If I go to HR to complain at this point... some evil thoughts here.
