should I be honest for my boss' evaluation?

Boss' boss sent out annual evaluation for the boss. Overall I think the boss is reasonable and does a good job, but she has room to improve on a few aspects, including but not limited to not giving me a promotion.:) Should I be totally honest? If I give her all 100% would her boss think I don't take the evaluation seriously?
