I would not lend him any money. Instead, you can ask him to eat with you and provide food and care (wash clothes??, etc).
He has to change his mindset. You might be his last straw. You should not show anything disregard him. Constant remind him how good he was, how lovely he has been, and how capable he is, etc.
This TV series has been given me most encourage and answers to life. Maybe a good New Year gift and he can start to change:
Make a plan and new year resolution with him and go from there.
