Should I talk to my new boss for a raise?

Having worked on my current position for two years and didn’t get a single raise I decided to ask for it before the annual evaluation. My bosses came and went and the new boss (the third one) will be here in a couple of weeks. Should I wait for him to come to talk about my raise, or talk to my boss’ boss? I haven’t yet met the new boss-needless to say he knows nothing about me; on the other hand, the big boss has been there all the time and knows me well.

I am not sure about the timing to talk to the big boss though-he is not in a good mood recently. His boss’ boss’ boss wasn’t happy with him-one of his responsible areas got written up by the auditors. He made comments such as “I am under lots of pressures”, “I could get fired”, etc.

I feel I deserve a raise because of the quality of my work, but I don’t want to take the risk of bringing up the topic at a wrong time.

Any suggestion? Thank you!
