I think it is an area chinese people need to improve. As far as you keep the best interets of your company/group in your mind, it is a good thing to talk about issues. Of cause you need to be careful, not making it a whining session but be more constructive. a few tips that may help you: be passionate about your work; be positive about your department; be honest and impersonal about issues; don't offer suggestions about organization, leave that to your big boss. If it is about how to deal with specific issues on technical levels, can share your thoughts on how to make something more effective.
