Gov job 必須是公民才可以申請嗎？綠卡可以嗎？

請知道的幫我看一下，是不是隻有公民才可以申請政府工：

"...A 1986 federal regulation requires verification of employment eligibility.  Candidates who are offered employment must be able to provide proof of employment eligibility by providing original permanent employment eligibility documents. ..."
