I have some experience to share :)

I am a Canadian citizen myself and found a job in U.S.
I feel that if your hu*****and is living in Calif., you might consider to move to the west coast and then look for a job.
It will make the job search much easier.
The job market is not very good in U.S. right now, if you are not physically here in California, your chance of getting interviews will be much less.
